Why does Congress do weak home work?

During the recently concluded Parliament session, Congress raised various issues related to the public but the party leaders could not stand before the ministers rebuttal and chose to stage walk out. Congress raised the MSP issue forcefully but when agriculture minister Shivraj Singh Chouhan cornered the party by saying the UPA government had rejected the MSP issue. He presented the Cabinet Note of the then Manmohan Singh govt before the house. But Congress could not face Chouhan’s challenge. The same happened when Rijeju put the bill related to Waqf board before the house. Again Congress made hue and cry but when Rijeju revealed that this was recommended by the Sachar Committee, which was constituted by the UPA govt, the Congress had no option. Experts said that this shows that Congress leaders lack home work.
