MBMC Cracks Down On Missing Staff During Office Hours; Movement Register Made Mandatory

Mira Bhayandar: In a belated but much-needed step, the Mira Bhayandar Municipal Corporation (MBMC) has cracked the whip on officials and contractual employees who are found missing from their cabins/ desks in the ward offices during working hours, despite being marked present on the e-attendance system.

Flooded by complaints regarding staffers being unavailable to attend to citizens during office hours, deputy municipal commissioner (headquarters) Kalpita Pimple has directed designated officials heading all six wards to maintain a “movement register” of all on-duty personnel. Staffers leaving the office during work hours will have to make entries in the ‘movement register’ giving details of the place and purpose of them remaining absent from their respective workstations.

“There is virtually no record of employees especially ward officers and contractual engineers creating suspense over their so-called site visits to inspect complaints regarding illegal constructions. Moreover, employees are hardly seen wearing their identity cards in or out of the office. Strictly maintaining the register to keep a tab on movement will definitely promote transparency, accountability, and efficiency while reducing the likelihood of employees engaging in personal activities and corrupt practices,” said social activist Adv. Krishna Gupta who had been following up on the issue for the past couple of months. 

Moreover, those leaving office after obtaining adequate permission from their superiors’ will also have to make an entry in the movement registers which needs to be updated and checked at regular intervals, the directions stated
